Constitution is the fundamental law of the state that has a supreme legal force, and is at the core position in the system of socialist laws. In order to carefully implement the spirit specified in the Notice on Carrying out the“Constitution Publicity Week” Series Activitiesin 2018issuedby the China Securities Regulatory Commission, and carry out the theme of the activities of“respecting constitution, learning constitution, abiding by constitution, upholding constitution and applying constitution” set forth by theChina Securities Regulatory Commission, Jiangsu Bureau, EETI has carried out a series of legal publicity activities in mid-December, which has created strong public opinion atmosphere, promoted many employees in the whole research institute to deeply learn and publicize the system of socialist laws with constitute at the core, and further pushed in-depth development of integrity construction work.

        I.  Guiding ideologies

        1. Continuously and deeply learn new achievements, new experience and new requirements in the cause development of the party and the state

        From January 18, 2018 to January 19, 2018, the Second Plenary Session of the Nineteenth Central Committee of the Communist Party of China deliberated and approved the Suggestions of the Central Committee of the Communist Party of China on Amendment to Part of Constitution Contents. On March 11, 2018, the First Session of the Thirteenth National People’s Congress approved and issued and implemented the Amendments to the Constitution of the People’s Republic of China, including the major theoretical viewpoints and major guidelines and policies, especially Xi Jinping’s thought on socialism with Chinese characteristics for a new era set forth in the Nineteenth National Congress of the Communist Party of China into the fundamental law of the state, which represents the new achievements, new experience and new requirements in the cause development of the party and the state and the state. To effectively carry out the law and provision publicity and education activities with the constitutionat the core is exactly to constantly improve the constitutional awareness and ideas of rule by law of all employees and create good social environment and law-based governance atmosphere so as to improve the law-based management level of the whole society and push ahead with the implementation of the strategy of ruling the county by law and construct a harmonious socialist society.

        2. Deeply learn and publicize the system of socialist laws with the constitution at the core

        All employees are organized to deeply learn the constitutional law, and the masses are guided to firmly set up the idea of rule by law that the constitutional law is above everything else and that everyone is equal before the law so as to ensure that the rule by law can truly become the belief rooted in the hearts of citizens.

        II. Theme of activities:

        Respecting constitution, learning constitution, abiding by constitution, upholding constitution and applying constitution.

        III. EETI has carried out the following series activities for this purpose

        1. EETIorganized and gaveout the legal publicity materials-the Constitution of the People’s Republic of China (2018 Amendment) and the “Constitution Publicity Week” in December 2018-Interpretations on Constitution Related Knowledge, and publicity leaflets of the Carrying forward Constitutional Spirit and Maintain Constitutional Authority-Learning Material of “Constitution Publicity Week” of EETI in 2018 in the Research Institute. Publicity Department of Research Instituteorganized employees to read the learning materials to deeply understand that the “constitution is the fundamental law of the People’s Republic of China that has a supreme legal force and acts as the footstone of the legal system of a state.”

        2. Duringthe period of the series activities carried out in legal publicity days, the legal publicity slogan banners such as “Deeply Carrying out Legal Publicity and Education, Carrying forward Constitutional Spirit and Maintain Constitutional Authority”were hung so as to create the atmosphere of legal publicity. The Publicity Report of “Constitution Publicity Week” in 2018 was posted up on the activity bulletin board of EETI for employees of EETI to read and learn. Meanwhile, legal publicity and education was implemented by EETI’s website and WeChat official account and other approaches.

        3. EETI urged party members and cadres etc. to make the best of political learning time to carefully learn the Constitution (2018 Amendment); and organized employees and cadres to carefully learn the publicity material-National Constitution Day-Strengthening Legal Publicity and Education, Comprehensively Promoting Law-based Governance of the County in batches, and organized the management personnel of EETI to learn the EETI Law, the Securities Law and other rules and regulations on securities market, normative documents and industry self-regulation codes and rules, so as to set up the production and operation concept of learning laws and observing laws and adhering to integrity first.

        The series of activities of “Constitution Publicity Week” in 2018 carried out has strengthened the popularization of legal knowledge among EETI’s employees, further deepened the theme of the activities of “respecting constitution, learning constitution, abiding by constitution, upholding constitution and applying constitution”, and created great law-based government atmosphere forEETI’s sound and fast operation, development and construction as well as establishment of integrity construction system. EETI will always stick to the core values of “impartiality, fairness, accuracy and integrity”, and endeavor todevelop to be a domestically strongest and world-renowned comprehensive electrical testing institutionand build a great Chinese dream together!
